IMPLEMENTATION OF THE CONCEPT OF „SMART VILLAGE” IN ROMANIAN ADMINISTRATIVE LAW

This article explores the integration of the “Smart Village” concept into Romanian administrative law as a strategic solution for rural revitalization. While the European Union provides a clear framework through the Common Agricultural Policy and digital inclusion agendas, Romania currently lacks a dedicated legislative structure, leaving the concept as an aspiration rather than a legal reality. Through a compelling case study of Ciugud Commune—the nation’s first functional smart village—the paper illustrates how administrative digitization, green energy, and smart education can successfully transform local governance. The author proposes essential legislative reforms, including a new chapter in the Administrative Code and a National Strategy, to generalize this model and ensure sustainable development for all rural communities.
